What does it mean when a car with shady people drives up to you and says I got an extra set of stereo speakers?

What does it mean when a car with shady people inside pulls up to you and says: Do you want to buy stereo speakers? I'm delivering stereo speakers and they accidently gave me an extra box of stereo speakers its in my trunk!
This happen to me almost verbatim 3 times when I am walking down the street some where. It happened in Tucson, Arizona , Pomona, California and even Newport Beach.
